The UPA Budget - Is it progressive enough?
Fin Min PC presented his budget for the year 2004 - 2005 today. While i was going through the main highlights of the budget, i put a search for the word "Education" and the explorer responded saying "Word Not Found". This is the sad state of education in our country! The primary goal of any nation has to be strengthening the Educational Backbones in our country - I mean the schools, but i felt very bad on looking at some reports in newspapers about schools across the country where teachers spend just an hour or so every day and never complete the portions. How can we bring about Accountability in each individual? That brings us to another serious discussion on Accountability. The other day, i was wondering why shouldn't a Rank List and Performance List be prepared for all the ministers and MLAs every half yearly or yearly and replaced/commended depending on their performance. It could have details like Major projects executed by his ministry, cost incurred, direct employment, indirect employment, whether it caused any major problem or does it solve the purpose. The ministers should be on their toes, similar to school children who would be very afraid to receive their progress reports and show it to their parents! Could this work out?
